Would I be correct in assessing that a single rung in the ladder requires 18 rings?
2 on either side for the tethers, going in one direction, tileable (running total: 4).
2 on either side for the "rails", connecting to the tethers (running total: 8).
4 on either side for the boxes (running total: 16).
2 in the middle for the center of the "rung" of the ladder (running total: 18).
This could then be multiplied by the number of rungs in the ladder.
Is that correct?

For a seamless connection, yes (14 rings for the byzantine segments and 4 for the "rails"). If you're going to be using a clasp, then it would depend on how you want to terminate it. Easiest way would be to add +/- 4 to your total.
